I'm thinking it's ... 53 + 4c ≥ 21 .
I say 'less than or equal to' b/c it says as much as, meaning it can't go over 21.

53+4xc=21 I believe is the answer to the question because it says "As much" which is like equal. Hope this is right and helpful.
