When the government fails to protect the fundamental rights of the people.

Further Explanation:

Declaration of Independence provides people of the United States the power to overthrow the government from its position if they feel that the government is failing to secure the rights of its people. In terms of political Philosophy, It is known as the Right to revolution. If people of the country feel that the government is acting against the common interest of the people and if people feel insecure from the government with regards to their own safety without any reason then they have right to protest against that government and can even overthrow the government from its position. If we talk about the historical scenario of the Right to revolution then it has been used in order to justify various revolutions which include the French Revolution, Russian Revolution, and the Iranian revolution.

According to Thomas Jefferson who wrote the Declaration of Independence, Every person is born with natural rights and if the government tries to abolish those rights then people have the right not to follow that government instead choose a new government.
