Low blood pressure means that their is less force on the capillary walls and and therefore less gaseous exchange. This can cause cold extremities.

Low blood pressure causes drowsiness. And in some cases, serious brain damage. As brain is deprived of oxygen and brain tissues can barely survive for 4-5 seconds without the oxygen.
