5y = - x + 5 ( divide all terms by 5 )

y = - \frac{1}{5} x + 1 ← in slope- intercept form

with slope m = - \frac{1}{5}

given a line with slope m then the slope of a line perpendicular to it is

m_{perpendicular} = - \frac{1}{m} = - \frac{1}{-1/5} = 5

using m = 5 and (a, b) = (10, - 1), then

y + 1 = 5(x - 10) ← in point- slope form
