The arms race was where two ( or more ) nations competed to have increases in " person under arms " so like, if the ratio of one country was ( people with guns to people without ) 10 to 5, and the second country was 12 to 5, then the second country would win, so it is a race t see which country can attain the most power from the people kinda.
