We can do it two ways:
We can find the height of the water in the cylinder, and then compare that with the known cylinder height. Or, we can find the volume of the cylinder and compare that with the known volume of water.

Lets take the first approach. The part of the cylinder that is filled with water, can be thought of as a smaller cylinder with the same radius as the bigger one.
Its volume = pi*r^2*h = 3.14*3^2*h = 150
Now we can find the water height: it is 5.308 cm.

The percentage of water can now be expressed as 5.308/12*100 = 44.233%
