To solve this problem, you must know that the measure of an inscribed angle is 1/2 the measure of the arc that it intercepts.  

<FNR = 38, and we are trying to find the measure of arc RF (which is the arc that this angle intercepts)

Using the above equation, we know that FNR = 1/2 * RF

or 

38 = 1/2 * RF

Therefore when simplified, 

RF = 76 degrees
