Answer: Doolittle is explaining to Higgins and Pickering why he wasn't able to give Liza ang her mother "all of the things that turn a woman to prudishness and respectability". 

It was Doolittle who said the lines mentioned above. He was justifying how he could not support Eliza of her needs to become a respectable and adorable woman that she is supposed to be.
