If you mean anabolic steroids which enhance athletic performance, they are neither stimulant nor depressant in the normal sense. They enhance performance by increasing muscle mass and strength, and hence have to be taken over a period of time, in conjunction with weight training, which makes the consumption of them all the more calculated. This is reflected in the penalties that are handed out.. If you have to choose one, pick that it is a stimulant. It is a stimulant because it is a chemical reaction in the body that is being stimulated.
