Yea they did. They blamed everything on Germany and wanted them to pay for the damage caused. There were also a lot of rules set in place for example that they could only have a limited military and no Air Force. All of these things brought Germany into a Great Depression which eventually led to Hitler gaining control. The tension the treaty caused eventually set the stage for the beginning of world war 2.
