The conclusion that can  be drawn fro the fact that cases are sometimes dropped when a jury cannot reach a verdict is : A. The court concludes that there is not enough evidence to find the defendant guilty.

In this case, the prosecutor may reclaim his offense against the defendants after further evidence are gathered and strong enoug to win the case
