Osama "declared war" against the US in 1998 where he called for the murder of American civilians. The attacks may have occured to incite the United States into a war against the Islamic regimes in the Middle East. It could have also been to deter the United States away from the Middle East and Israel.
One of the major compromises in the Constitutional Convention was between the small states and big states. The small states wanted each state to have the same number of representatives in Congress. The big states wanted representation based on population.
