The answer is C, you get this from knowing that a cent is one hundredth of a whole dollar.  if you have .678 you can round this up to the nearest hundredth by seeing if the third decimal point is higher or lower and 5, if it is higher, you add one to the hundredth place, if it is lower, you keep the hundredth where it is.  Since the thousandths place given is 8, you round up.
