when the surface is super smooth, the light reflects in all the same. which makes a good reflection.  Like how a very calm lake can look like a mirror. the water gets very very smooth.  or a mirror is very smooth too.   If the surface reflects like more randomly.. like when a lake is rough or wind is blowing over it .. and there a small waves it's not a good "even" reflection.
