Explanation:

The most probable advantage of this proposal is the conversion of desert into an agricultural land which can be used year on year. Hence, only an initial cost would be spent on irrigating a desert area. But later on the life cycle cost of this project /proposal will be much lesser than the cost of food imported from other countries.  

This will boost the country's economy and make it self-sustainable to feed its people.
