The reason the agricultural education program was introduced in the 'North Carolina School for the Deaf' was that Mr. J. E. Swearingen had served in the 'South Carolina School for the Deaf and Blind' as a teacher before getting elected as the Superintendent and he believed that the specially-abled children should also get to learn modern agriculture.

For the introduction of this program, they chartered an FFA chapter because back then, FFA was the only dedicated organization with a reliable agenda for such a program to be implemented.
