Immigrants nowadays are more widespread, but when America was experiencing major waves of immigration in the 19th century, immigrants did tend to settle on the coast. Immigrants came on ships back then, and the two major facilities for accepting these ships and processing the immigrants were in New York City and San Fransisco. Both of these cities are on the coast. We have to remember that immigration was much more difficult back then, with many people having to flee their countries without any of their possessions. This means that they had to restart their lives when they arrived in America. They clearly didn't have enough money to travel very far from where they arrived in America, so they tended to have to stay in either San Fransisco or New York. Immigrants built families and communities there, leaving these coastal states with rich diversity and history.

The freshet is basically a flood that occurs because of heavy rainfall or because of the melting of a snow.

This type of flooding is most common in the valleys of the larger rivers, especially the ones that start their flow high in the mountains.

The large rivers have much more water, and they also have lot of tributaries, so when there's a heavy rainfall they receive enormous amounts of water, which easily causes a flood.

Also, when the snow melts, lot of water is released from it, and most of that water gets into the river, or first in its tributaries and that in it, so there's a high possibility of a big flood occurring suddenly.

Sad to say, the warning time that the residents of Sumatra had before the 2004 tsunami hit land was close from little to none. A rough estimation would around 15 - 30 minutes. They say that the primary cause would be that there wasn't any warning systems over the Indian Ocean at that time. Another thing, which is what most people who knew about it would point out as the real problem, is that there was no issuance of a warning in the first place. The quake was detected an hour or so before the tsunami occurred in the Pacific Tsunami Warning Centre located in Ewo, Hawaii. At that moment, the information was relayed to Australia and to the rest of the world. The question wasn't why the Centre didn't issue a warning, but why the whole world network of information didn't issue one. They say that other sophisticated data were available at that time and almost immediately since the tsunami was active.
