What I think is that the Allies wanted an “unconditional surrender,” as simple as that. No further condition. Germany was not in a place to negotiate with the allies.

I don't think the Allies planned to let the Nazi soldiers go free. Allies wanted total surrender and then they wanted to start the Nuremberg trials to condemn German military officials.

On May 8, 1945, Germany surrendered to the Allies. The Allies made a joint pronunciation to assume the supreme authority of Germany and all of its forms of government, states, regions, provinces, and towns.
