Then, only the UK and President Wilson believed germany needed to rebuild its economy, france didn't want them to recover, they actually wanted to charge them the expenses of the war and to divide them. Furthermore, the president of France wanted to crippled them and make them pay at all costs, even if he had to use all his influence in all kind of treaties, this includes secret agreements with other countries.  The only thing they had in common was that all them believed Germany was the guilty of the destruction caused in the war. Thus, they only agreed to punish germany, however they had very different perspectives about it.
