The answer is 3 and 5/6 because 6 goes into 23 3 times with 5 left over. then you put the five over the denominator 6. make sense dear?

You need to see how many times 6 can go into 23 fully meaning whole numbers. 1,2,3... 

So it can go into 18, but not 24. So then 18/6 is 3 and you can get another 5/6 of the way to the 4 multiple of 6, or 24.
