As well as the white man treats them poorly and they settle there anyways without consent take up all the game and grass their game used to feed on. The Governor on the other hand is saying that the land has no use to the natives completely disregarding the fact they (the natives) have lived on that land for centauries. In addition the governor also states that the white man would improve the land by cultivating it and implementing industry.
