You mean "Simplify 16²÷4³?"
16²=16*16,  16= 4*4
4³=4*4*4
so:
Simplify: <u>16²</u>  = <u>16*16</u> =  <u>4*4*4*4</u> = <u>4</u> = 4
               4³  =  4*4*4 =    4*4*4     1
OR
256 ÷ 64 = 4
