\frac{\%}{100} = \frac{is}{of}

Thus, let 15 be 1 \frac{1}{2} \% of x, then
\frac{1 \frac{1}{2}}{100} = \frac{15}{x}  \\  \\  \frac{ \frac{3}{2} }{100} =\frac{15}{x} \\  \\ \frac{3}{2}x=1,500 \\  \\ x= \frac{1,500\times2}{3} =1,000

Therefore, 15 is <span>1 \frac{1}{2} \% of</span> 1,000
