By 1890, the United States had by far the world's most productive economy. American industry produced twice as much as its closest competitor--Britain. But the United States was not a great military or diplomatic power. Its army numbered less than 30,000 troops, and its navy had only about 10,000 seamen. Britain's army was five times the size of its American counterpart, and its navy was ten times bigger. The United States' military was small because the country was situated between two large oceans and was surrounded by weak or friendly nations. It faced no serious military threats and had little interest in asserting military power overseas.<span>
During the late 19th century, the idea that the United States had a special mission to uplift "backward" people around the world also commanded growing support. The mainstream Protestant religious denominations established religion missions in Africa and Asia, including 500 missions in China by 1890.</span>

I would argue that John Locke had the most direct influence. Locke believed all men were born a "blank slate" and were shaped by their experiences. The Declaration declares similarly that "All men are created equal".

The Europeans were exposed to new technologies, inventions, and ideas as well as old ones that had been lost and forgotten in Europe for centuries. The arrival of Muslim innovations in medicine and science helped Europeans catch up to the rest of the world. Politically, many leaders left Europe to focus on the crusades and were unable to respond to uprisings in their homeland or appointed others to rule in their absence. The crusades eroded the power of the feudal aristocracy and elevated the role of kings. The Papacy became more powerful and it's church became much wealthier. International trade increased and there was a new demand for foreign goods. It also reawakened Europe's curiosity, driving them to discover and explore new places, create new inventions, and innovate new ideas.

What is the key determinant of who votes in the united States?

To vote in the United States, you have to be an American citizen.

There are other requirements:

-At least 18 years old

-Reside in the US

-Not forbidden from voting (probation, court order, prison, etc)

But, being an American citizen is the key requirement.
