     The  cost of cleaning x =  70% of the oil is  C =  \$500,000

   

Now at  C =  \$500,000 we have  

       \$  500000 =  \frac{ k   * 70   }{100 -  70 }

       \$  500000 =  \frac{ k   * 70   }{30 }

      \$  500000 =  \frac{ k   * 70   }{30 }

      k  =  214285.7

Now  When  C =  \$900,000

       x = 80.77\%
