x -2 = -4y   ---- 2

Equation 2 times by 3
3x -6 = -12y

Subracting 2-1
3x-6=-12y
3x-11=-2y

Leaving 
5=-10y
y= -1/2

x = -4y + 2
Now, substitute the value of x in first equation, 
3(-4y+2) + 2y = 11
-12y + 6 + 2y = 11
-10y = 5
y = -1/2

Now, substitute the value of y in 2nd equation, 
x = -4(-1/2) + 2
x = 2 + 2 = 4
