The scale is the number of miles per inch. 
miles/inch=1750/7

Simplify and divide by 7 on the top and bottom:
(1750/7)/(7/7)
250/1

C. 250 miles per inch

C because 250×7=1750 and to make it easier 250x4 is 1000 and 250x3 is 750 1000+750=1750
