2. Positive effects; these can be seen in the Inner Mongolia province in China that is mainly desertous region. The scientists and the local population with mutual collaboration in the past few years are turning the desert into a green territory by using plants that are evergreen but also have no problems with extreme droughts and lack of water.
I think this is more of an opinionated question, but here are some ideas:
Well, it might be imperative to put more of a budget into rehab for inmates at prisons, sending them out as respectable people, instead of back onto the streets.
It might also help to work on helping families, putting kids into educations and better living environments then letting them grow up needing to sell drugs to provide for their families.
