When President James Monroe addressed Congress, he commented on the new US foreign policy later known as the Monroe Doctrine. It established the United States was not going to participate in any European country issue, the US would not interfere with colonies in the Western hemisphere, that this region was closed for future colonization, and that if any European country wanted to intervene or colonize a country in the Western hemisphere it should be understood as an aggressive act against the United States.
