I disagree with my friend because, the primary difference is not in the kind of atoms, rather it is the arrangement of atoms and molecules that distinguishes solids and liquids.

Atoms are closely packed in solid and hence large cohesive forces act between atoms in solids whereas in liquids atoms are at a distance from each other, hence, less cohesive force act between it's atoms. Moreover, due to loose packing in liquids atoms are free to move in space and hence liquids can flow whereas solids cannot.
