Now just imagine the -3 in fraction form as \frac{-3}{1}. And all you do now is just flip the sides to get (\frac{1}{-3} )^{2}

And now apply the exponent 2 to the 1 and negative 3.

1 to the power of 2 is just 1

-3 to the power of 2 is 9.
