The "necessary and proper" clause, or the elastic clause, is the nickname often given to Article I, Section 8. The clause is what really gives Congress the power to do much of what it does. There are many things that Congress claims dominion over due the elastic clause. According to some, this clause writes Congress a blank check, or sorts. They can do whatever "they deem necessary and proper" to carry out the laws that they often write.
