we might like to make all the numbers whole numbers (1,2,3,4,5,..)

to keep fractions the same, we must multiply the top number and bottom number by the same number if we want to manipulate it
we want to move the decimal place 1 place to the right so we multiply by 10
do the same on top and bottom so 10/10 times 45.2/0.2=452/2=226
