It can be concluded that CFS has no effect on the light production of V.harveyi.

Explanation:

The both tube contain same cell concentration of V.harveyi.Now CFS is added from a light producing V.fischeri which ultimate result in the production of light by V.harveyi.

      On the other hand V.harveyi cells present on another tube can itself produce light because according to the question fresh media is added in this tube inplace of CFS.

V.harveyi of both tubes produces same amount of light.From this point of view it can be stated that V.harveyi itself can generate light, it does not need addition of any CFS from outside.
