Based on what a democracy is, Athens is not considered to be a democracy. In present-day terms, Athens is considered to be an oligarchy. Oligarchy is considered to be a form of government where a small group of people has power and control. The only weakness about this document is that Ancient Greece and present-day perceive democracy as something that is different. Democracy today means everyone has equal rights, but in the past, it only referred to men.
