Mass of Terry, m = 70 Kg

Speed with which Terry is running, v = 7 m/s

Momentum of Terry = P = m v = 70 Kg × 7 m/s = 490 Kg m/s

Mass of Jared, m' = 100 Kg

Speed of Jared, v' = 6.0 m/s

Momentum of Jared, P' = m' v' = 100 Kg ×  6.0 m/s = 600 Kg m/s

Jared is running opposite to Terry and they meet head-on. Since the momentum of Jared is greater than Terry, he would be able to over power Terry and would win in the tackle. He would be able to push Terry with greater force.

We can calculate momentum to see what happened. 
M=m*v
where M is momentum, m is mass and v is velocity
M1=70kg*7m/s=490 kg*m/s
M2=100kg*6m/s=600 kg*m/s
M2>M1, so Jared will push Terry and its the answer.
