During the presidency of Abraham Lincoln, the Emancipation Proclamation (also known as Proclamation 95) was an issued executive order that had declared that all states that were still rebelling against the Union had to be freed. When this took effect in January 1, 1863, out of a total 4 million slaves, 3.1 million were freed.

Then it will all boil down to whether you want to hold on or release your hold on that territory. If you hold on, they will more determined to break free from that hold. That you gain something through war means you will lose it through war if you don't want to let go.</span>
