During the presidency of Abraham Lincoln, the Emancipation Proclamation (also known as Proclamation 95) was an issued executive order that had declared that all states that were still rebelling against the Union had to be freed. When this took effect in January 1, 1863, out of a total 4 million slaves, 3.1 million were freed.
