However, prior to Operation Desert Storm, President George H.W. Bush ratings was just above average, and this was as a result of many issues including, the economic woes of the United States in 1990.

Hence, based on Gallup polls, President George H. W. Bush was rated at 59% approval in January 1991, however, the ratings shoot up at higher rates, after the United States victory in the Persian Gulf War, known as Operation Desert Storm, in which Bush attained a high 89% rating approval in February 1991, the highest for any of the United States President at the time.

Therefore, Approval ratings for President George H.W. Bush skyrocketed in 1991 as a result of the U.S. victory in Operation Desert Storm.
