If a solution has a pH of 7.2, it is a base. 7 on the pH scale is neutral like water. If you go to the left you have your acids which turn litmus paper red. Acids are generally sour, and they release HCl. On the other hand, bases are to the right. They turn litmus paper blue. They are more bitter. They release -OH. The values on the pH scale represent how acidic or basic somethin is. Hope this helps.

to answer your question a PH of 7.2 means it is neutral. anything 6 and below means its basic and anything above 8 means its acidic. 7 means its neutral
