The steps that link a change in the base sequence of a gene to a change in the phenotype of an organism is DNA  to RNA to Protein.
DNA undergoes the process of transcription to yield mRNA catalyzed by RNA polymerase where DNA acts as a primer. Then mRNA undergoes translation outside the nucleus to yield proteins.
