Era un militar muy ilustrado, con afición a la lectura y con talento para la escritura. En 1835 se rebeló contra el presidente Luis José de Orbegoso y tomó el poder. Gobernó apenas un año, de febrero de 1835 a febrero de 1836. Lideró a su país frente a la invasión boliviana. Derrotado y apresado por Andrés de Santa Cruz, murió fusilado, tras un proceso sumario en contra de él.
