The Chesapeake-Leopard affair was a maritime battle between the British warship Leopard against the American frigate USS Chesapeake in 1807. The unprepared american ship surrendered after a short match against the well prepared British warship. This incident was the result of a series of decrees in 1806 and 1807 that set up a "paper blockade" of Europe. The war with the Napoleonic forces forced the British empire to require license and inspections from every vessel headed to European ports.

The Americans, who were trying to extract the maximum profitability from this war, gaining on both sides ran the risk of not obeying a British requirement. Despite of that, Americans admitted this practice assaulted the honor and dignity of the new nation.

As we can see, The Chesapeake affair referred to the controversial practice where the British method of forcing Americans into British naval service.

first of all iambic pentameter is lyrical in nature and flows very easily making it easy to remember also its was a convention at the time within poetry (see Shakespear's sonnets) as well as plays. it is also less awkward then basis prose and sounds better this why many rap artist use this system today, remembering that Shakespeare in his day was not particularly highbrow  it makes sense why he chose to use iambic pentameter.
