Assuming that the question is supposed to say "how many many ounces of flour do you need to use," the answer would be 21 ounces. 

The way that I would go about solving this problem would be using cross multiplication. 

To do this you do the following: 

\frac{10}{3}  =  \frac{70}{x}
10x = 3(70)
10x= 210
10x/10 = 210/10
x= 21
