Mesopotamia was ruled by kings such as Sargon the Great, Gilgamesh and Hammurabi. The kings were absolute rulers subject only to their gods and the Chief Priests. They were assisted by regional officials. The kingdom was passed down through hereditary male descent

Surprisingly, in many ways. However it mostly depends on which country.
I'll give you an overall answer that all countries had in common.
For the most part, there was food regulations and a lot of "support your military" propaganda. 
Food was scarce, and the military needed donations. 
This also goes as far as bedding, vehicles, and communication devises.

The English working class began to decrease dramatically in the nineteenth century as the gap between the rich and poor expanded. This created a larger poor population, labor force was much needed. Social norms of the Victorian Era included a massive patriarchal system, public degradation (including beatings and such), and discrimination and tension between the social classes.
