Every organism needs water to live. This includes bacteria. In dehydrated foods bacteria have a harder time finding water. Because of this, they are less likely to multiply and therefore less likely to spoil the food. Hydrated foods have an ample supply of water however, and the bacteria have an easier time multiplying.
