I think it is it gives the reader the strongest indication of what the text is about because the technical text gives the best information I don't know if its right but hope it helps

Right before his longer speech, the Friar says "Myself condemned and myself excused." He is telling everyone the whole story of how it all happened, but his motivation is a bit conflicted. He knows that telling them everything will possibly get him into trouble, as he did all of it without anyone's permission, but also he thinks that being honest will free him from any punishment.
