Decimals are no fun. It might be a good idea to get rid of the decimals as a first step.

Notice that the smallest decimal value is in the THOUSANDTHS PLACE. So if we multiply both sides by 1000, that should do the trick.

1000( 0.007x + 0.03 ) = 1000( 0.1 )

With each term, we'll move the decimal 3 places.
That's what it means to multiply by 1000.

7x + 30 = 100

From that point the problem becomes quite a bit easier.
Subtract 30,

7x = 70

Divide by 7 as a final step,

x = 10
