The Constitutional Convention of 1787 aimed to come up with a better way to run the United States' government than the way it was at the time. Before the Constitution and the Bill of Rights came into existence, America was ruled by the Articles of Confederation. Many U.S. citizens were unhappy with the Articles of Confederation because they unfairly taxed them and crime ran rampant do to poor business structure. Another problem included the unification of the colonies. After the Revolution, Americans tended to think of themselves only as Pennsylvanians or just Georgians instead of Americans. This problem was realized by the founders who strived to create laws at the Constitutional Convention that would unify it's citizens.

I doubt most countries had much time left to burn witches.

This eventually lead a widespread change in Central America.

Earlier, the United States sought to control Central America and even supported dictators and regime changes to counter local communist parties.
In Europe, they similarly supported Eastern European Pro-Western parties.

However, by the end of 1992, the United States had abandoned as they did not see the USSR as a threat anymore.
