When x = 0, y = 1 and when y = 0, x = 1/3

Consider, point (0, 2) which is above the draph of the inequality, clearly, 2 is not less that 1 - 3(0) = 1.

Thus, the portion above the line does not satisfy the inequality, hence, the portion below the line is shaded.
