When one closes off an area to stop people or goods from entering or leaving a place this means that an embargo on goods is present. This is usually done when one doesn't want a nation to continue its economic relationship with other nations. When people are stopped from entering or leaving a place, this would mean that they are put under quarantine.
Maybe you should try contacting his/her parents and seeing whats going on or unfortunatly he could've broke up with you without actually telling you he broke up with you.

It depends on the time period. In the 1600s when they just settled in Jamestown, they most likely didn’t know that they were there (at least how many were there) but later, of course they started driving them off so they could build more of America. I’m actually studying this in school right now so I hope I am correct. Don’t be sure this is right though...
